How the Treasurer thinks
Each strategy in the BBR lineup exposes a daily snapshot: is there an active opportunity right now, what's the expected APR, how confident is the edge, what's the risk profile. The Treasurer applies hard gates first (reject anything stale, untested, or below threshold), then scores the survivors:

× state_multiplier (paper_only = 1.0)
× diversification_mult (market-neutral gets +20%)
× liquidity_multiplier (penalize wide spread)
− complexity_penalty (cluster-dependent edges -10%)The defensive bias comes from portfolio buckets, not the scores themselves: minimum 30% cash reserve, maximum 70% deployed across all risk sleeves, and per-strategy caps (Basis Sentinel ≤ 50%, Carry Router ≤ 50%, Sentry ≤ 15%). When no strategy has an active opportunity, the recommendation is simply: hold cash and wait.
